Billy Wayne Otis, a devoted husband, father, grandfather, and veteran, passed away peacefully, surrounded by loved ones. Born on December 9, 1947, Billy lived a life filled with service, love, and faith. He was the son of James Merton Otis and Nola Brent Otis and grew up in his hometown of Trinity, Texas.
After attending the University of Houston, Billy joined the United States Air Force, where he proudly served his country, including active service during the Vietnam War. His military career spanned more than 30 years, including 28 years as an Active Reservist and in Federal Civil Service at Carswell Air Force Base in Fort Worth, where he retired as a Technical Sergeant. His dedication to duty and country left a lasting impression on his colleagues and community.
In 1981, Billy married Sheila Ann Vann, the love of his life, and they enjoyed a beautiful marriage of 43 years. Sheila will remember Billy as a loving, kind, and generous partner who walked beside her through life, cherishing their family and serving God faithfully. His children remember him as a supportive and loving father who was there for them through every stage of life. No matter the challenges they faced, Billy remained a source of strength, loved his family through thick and thin, and his faith in God never faltered. His family and friends will forever treasure his unwavering love and support.
Billy is survived by his devoted wife, Sheila Ann Otis; their two children, Brittany Otis Weber and Brian Douglas Otis; and their beloved grandson, Liam Charles Otis. He is also survived by his son-in-law, Carl T. Weber III, and his sisters-in-laws, Shirley Mills Boyer and Sharon Pauline Hess, along with her husband and steadfast brother-in-law, Ed Hess.
Billy’s extended family includes his nieces, Leslie Ann Weber, Amy Catherine Sparks, Laura Otis, and Mary Deeanne Arnold, and nephews, Paul David Terry, Peter Nathaniel Terry, and Jimmy Otis. He also leaves behind a great-nephew, Harrison Daniel Weber; great-nieces, Thea Evelyn Sparks and Maggie Scott; and a great-great-niece, Emma Scott; as well as Lauren, Dan, Kevin, and Cody.
He was preceded in death by his parents, Nola and James Merton Otis; his siblings, Gladys Marie Lee, James Wesley Otis, and Terry Lee; and his niece, Lisa Lee.
Despite his terminal illness diagnosis, Billy faced his final journey with grace, supported by Sheila and a dedicated group of family and friends, who cared for him at home. He and his wife shared their faith with numerous healthcare providers, offering prayers and comfort during even the most challenging times. Billy’s final years were marked by love, laughter, and a deep sense of purpose as he and Sheila continued to share their story of faith and God’s presence in their lives.
Billy will be remembered not only for his professional accomplishments but also for his deep faith, love of family, and extraordinary generosity. He was a man who encouraged and uplifted those around him, especially Sheila as she pursued her dream of opening SME Music in 2004. Sheila credits Billy’s steadfast support as the foundation of her success, always feeling his love and prayers by her side.
A memorial service celebrating Billy’s life will be held at Willow Park Baptist Church on Saturday, September 28, 2024. In accordance with Billy’s and Sheila’s wishes, an altar call will be made during the service, offering an opportunity for reflection on the faithfulness of God, a message Billy and Sheila so lovingly shared.
